The General Assembly of the United Nations passed the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD) on 21 December 1965; it became binding under international law on 4 January 1969. The convention was signed by the West German government on 10 February 1967.

The signatory states obligate themselves to take comprehensive political action against all forms of racism and to take concrete political and legal measures to this end.
